Parks Office Says Picnic Permits Invalid Unless Blanket Signed the Waiver

Officials said picnic blankets are now the responsible party of record for all crumbs, shade claims, and grass-adjacent expectations.

The Parks Office said Saturday that picnic permits will no longer be valid unless the picnic blanket itself has signed the required waiver, making the blanket the responsible party of record for all crumbs, shade claims, and expectations placed directly on grass.

The policy follows a liability review that found blankets were present at nearly every picnic incident but were rarely named in the paperwork. Officials said the old system unfairly placed all responsibility on residents, even when the blanket clearly established the boundary, tone, and degree of commitment.

"The blanket decides where the picnic begins," Parks Commissioner Elian Voss said. "It is time the blanket also acknowledges what that decision means."

New Counter Procedure

Residents applying for picnic permits must bring the blanket to the permit counter during normal business hours. Staff will inspect fabric condition, corner discipline, and whether the blanket appears willing to host potato salad without later claiming surprise.

Once approved, the blanket receives a small permit clip and a copy of the waiver in a plastic sleeve. The city said blankets may sign with ink, stitched initials, or any fold pattern that can be reasonably interpreted by Parks counsel.

"We are not asking blankets to become lawyers," Voss said. "We are asking them not to pretend they were just lying there."

Families Adjust

Several families at Saturday's filing window said the rule added clarity. One resident said her picnic blanket seemed "more serious" after reviewing the crumb clause, though it continued to resist questions about ants.

The department will not accept towels as substitutes unless they complete a separate shoreline affidavit. Tablecloths may apply, but must disclose any prior use at weddings, committee luncheons, or emotionally complicated buffets.

Enforcement

Park rangers will conduct spot checks throughout the summer. Unsigned blankets may be asked to leave the grass folded, quietly, and without making a public scene in front of the cooler.
